I suspect I had corruption from the uninstall/reinstalls of multiple versions of the Cisco VPN installations during troubleshooting. I was poking around the Properties for the Cisco VPN adapter and decided maybe it was having an error with the Virtual Machine I had on my computer. We had to enable the cisco adapter THEN right click/properties on the local adapter and THEN SHARING TAB becomes available.
